Voluntary Surrender
Voluntary Surrender: The Respondent voluntarily agrees to surrender his architect license (02875) to the Board in lieu of a formal hearing as required by Iowa Code section 544A.13(3). The duration of the Respondent’s license surrender shall be for no less than two years and the Board shall not grant an application for reinstatement until all terms of the sentencing order entered in State of Iowa v. Robert C. Carlson have been fully satisfied and discharged, including the discharge of the Iowa Code section 903B.2 special sentence. The effective date of the license surrender shall be on July 1, 2021.
On March 11, 2021, the Respondent was sentenced to two years of supervised probation with a ten year sex offender special sentence under Iowa Code section 903B.2 for nine counts of invasion of privacy, an aggravated misdemeanor, in Johnson County District Court, Case No. AGCR123024.

The nine counts of invasion of privacy were for acts which took place at Respondent’s architecture firm, Carlson Design Team, targeting an employee of Respondent’s.

Respondent is charged with violating Iowa Code section 544A.13(1), Iowa Administrative Code 193B—4.1(5) and 193B—4.1(6)d by willfully engaging in unethical conduct and not complying with the licensing laws and regulations.

Respondent is charged with violating Iowa Administrative Code 193B—4.1(5)a.
